You are to be commended for maintaining your list.  May I suggest another
approach?
Lets suppose there was an Application Servbice Provider, one that kept track of
environmental regulations, companies and specific software appplications and
offered to outsource the information management aspect for small and medium
companies?  Would that be of interest to anyone?  If none existed, it could be
created and could provide net based support to theose companies that needed
help.  I believe an opportunity exists for a groupd of talented software and
internet savvy individuals to plan, design and develop a web based service to
the whole country and the world.

I suppose this idea has been tossed around, but I haven't see on the web.  Have
any of you?

I am environemntal coordinator in Croatian national electricity HEP. We are
starting a reserach study to investigate costs and benefits of EMS
implemetation in HEP and the most cost efficient way to do it. 
My question is whether you are aware of any EMS Benchmarking study of power
industry sector (I know for one conducted by E&Y on behalf of Ontario Hydro
but was unable to get results) ? Any other information or particular
experience from power ompany or consultant is also welcomed.

Dear Colleagues,

Since some people have been having some problems in entering their
research projects on environmental management and health onto the
register, I thought I should
let yo know that the same form is available as a word document which can
be sent to whoever
is interested.  The aim of the register is to document and disseminate
information on on-going projects in these areas and to foster networks.
The benefits to authors are many and include (in addition to
international exposure) the possibility of marketing themselves and
their research capabilities, plus increased networking. It is also
envisaged that some of the best studies registered will be published in
forthcoming issues of "Environmental Management and Health", a
fully-refereed journal and a leading journal in this field.

The registration is of course free of charge. Registered
entries will be placed in a "holding area" and will
be disseminated to the general public when the register is officially
launched in a few weeks time. No matter if  you are working in the
education
sector, industry, government or at an international agency, or the the
focus of your environmental work,
the register  will give you the chance to set a foot in the research

One issue for auditors is that absolute performance measures are not part of ISO14001, and yet management of greenhouse emissions inevitably introduces performance of plant and equipment - how is the auditor to consider greenhouse impacts? One judgement that the auditor is required to make is whether the identification of aspects and impacts by the organisation is complete - that is, the test of the identification process is whether the auditor can identify any obvious aspects that the organisation has not, or whether the identification process itself is systematic. Is the state of knowledge regarding GHG emissions at a level where major emitters need to identify emissions as a significant impact? If emissions are identified as a significant impact, then the organisation needs to identify objectives and targets related to the significant impacts and its own policy position. There are also government and international issues to be taken to account. For example, the Australian Government through the Australian Greenhouse Office has a joint government/industry program called "Greenhouse Challenge" underway to assist organisations reduce their GHG emissions and assist Australia meet the proposed Kyoto abatement targets. Progress reporting and independent verification is part of this process. DNV was recently appointed to manage the independent verification process for the AGO - a press release follows. If an organisation has a co-operative agreement then it could obviously be included as part of 4.3.2 legislation and all performance issues would thus have the force of an environmental licence. If listers are interested, discussion of GHG measures and assessment as part of ISO14001 could be an interesting thread to pursue. Greenhouse Challenge is a voluntary program of the Australian Greenhouse Office, the lead Commonwealth agency on greenhouse matters and the first office of its kind in the world. This most commonly involves improvements in energy and process efficiency. Who can join the Challenge? The Challenge can accommodate every business, no matter what their shape or size. * large companies joining the Challenge develop comprehensive individual cooperative agreements with the Commonwealth Government * industry associations can sign agreements to encourage their members joining the program; and * medium-sized businesses can contribute to greenhouse action through a sector-based project, Managing Energy for Profits. Companies in the textiles, hotels, hospitals, coal mining and metals sectors have signed these agreements. Small businesses can play a part through the Greenhouse Allies program by working in partnership with Challenge members to reduce their emissions. How the program works The voluntary and cost-effective approach of the Greenhouse Challenge has proven popular with companies and successful in achieving results. Hundreds of enterprises have joined the Challenge. Companies who have signed agreements account for 50 per cent of industry end-use emissions. In addition, all emissions from electricity distribution and transmission are covered by companies participating in the Challenge. Together these enterprises will reduce the growth in their emissions by around 25 million tonnes of carbon dioxide equivalent by the year 2000 - a 17 per cent saving of total emissions for next year. Progress reports by companies that were early signatories to the Challenge show that they are on track to achieve their forecast savings for 2000. Greenhouse Challenge requires ongoing monitoring and public reporting. Companies must incorporate greenhouse into their management and publicly report their performance over time. Independent verification of the program ensures companies present a realistic forecast of emission reductions and enhances the community's faith in the credibility of the program.
