The Federal Judicial Center acts as the training and research arm of the federal judiciary, and we (at least some of us) think of ourselves as internal consultants to the courts. We have divisions devoted to research, publication (both print, video and multimedia), technology and history, but the largest group is my division. We design (in-house and with external consultatns) a variety of programs for all levels of court employees. I am currently involved with programs aimed at first-line workers, the supervisors of first-line workers people, new supervisors, team leaders (in the few courts that are aggresively moving into team structures), mid-level court executives, court managers, and senior court executives. Our budget is falling gradually while demands for our services is increasing, and we are looking at team structures, empowerment, and all the other things that the private sector is and has been experiencing over the past several years. Challenging, but really fun. Previous to this position, I worked with a small telecom consulting firm in Redondo Beach, CA in its short-lived strategic planning arm. Very interesting work, but not enough synergy and committment from senior people and the partner running that side left. And here I am in Washington, DC working for a federal agency that I never knew about! And it is an all-MAC organization (which is a plus for me)! O'Toole" Subject: Introduction My name is Pat O'Toole, and I have just completed year #2 as an independent management consultant specializing in the areas of project management, software risk management, quality assurance, and software process improvement. My clients include financial institutions, a utility company, and my former employer. Speaking of which, during my 14 years with Unisys Corporation I led both internal MIS development and support activities, as well as software engineering projects for commercially available products. I negotiated multi-million dollar contracts and served as the primary customer contact for both project- and executive-levels of management. Throughout my career I have gained exposure to a number of system development methodologies and project management tools. I continue to participate in the activities sponsored by the Software Engineering Institute at Carnegie-Mellon, and am well-versed in the SEI Capability Maturity Model and the Taxonomy-Based Risk Identification methodology. I am in the process of becoming a Certified Project Manager through the Project Management Institute.
